Here we are in 2010, with a very tough year for many IT and telecoms behind us. The upcoming year is going to more of the same, I'm afraid, with enterprise and government IT shops being told to do "more with less"by the budget manager and they will in turn up the pressure on their service and systems providers to lower prices, be more innovative, etc. The delays in rolling out programs reflects both the budget environment and the the change in administration, although the effect of the latter should be lessening as we get a little further into the new year.

Strategic marketing, business development, and focused sales efforts are going to more important than ever. Their are many advances in IT and Telecom that will enable the "more with less" mantra of the finance managers, with mission accomplishment clearly possible with a plethora of new avenues for supporting the warfighter or serving the citizen. Companies just need to be creative and deliver the messages effectively with benefits clearly highlighted, value propositions state impactfully, and the total cost of ownership outlined to help make the government's business case.

Network and Cyber security require a rethinking of definitions with the increased attacks by the "bad guys" and with more and more data and applications being resident in the networks. The new government cyber "czar" will provide the policy direction, but the agencies must implement the policy with new governance rules and network architectures that promote security ahead of the implementation of new applications and equipment.
